    Drought Preparedness Planning: Building Institutional Capacity

    Past attempts to manage drought and its impacts through a reactive, crisis management approach have been ineffective, poorly coordinated, and untimely, as illustrated by the hydro- illogical cycle in Figure 1. The crisis management approach has been followed in both developed and developing countries. Because of the ineffectiveness of this approach, greater interest has evolved in recent years in the adoption of a more proactive risk-based management approach in some countries (see Chapter 6). Other countries are striving to obtain a higher level of preparedness through development of national action programs that are part of the United Nations Convention to Combat Desertification (UNCCD) or as part of separate national initiatives. In part, these actions directly result from the occurrence of recent severe drought episodes that have persisted for several consecutive years or frequent episodes that have occurred in succession with short respites for recovery between events. Global warming, with its threat of an increased frequency of drought events in the future, has also caused greater anxiety about the absence of preparation for drought, which is a normal part of climate. Other factors that have contributed to this trend toward improved drought preparedness and policy development are spiraling costs or impacts associated with drought, complexity of impacts on sectors well beyond agriculture, increasing social and environmental effects, and rising water conflicts between users

    Structural heterogeneities in starch hydrogels

    Hydrogels have a complex, heterogeneous structure and organisation, making them promising candidates for advanced structural and cosmetics applications. Starch is an attractive material for producing hydrogels due to its low cost and biocompatibility, but the structural dynamics of polymer chains within starch hydrogels are not well understood, limiting their development and utilisation. We employed a range of NMR methodologies (CPSP/MAS, HR-MAS, HPDEC and WPT-CP) to probe the molecular mobility and water dynamics within starch hydrogels featuring a wide range of physical properties. The insights from these methods were related to bulk rheological, thermal (DSC) and crystalline (PXRD) properties. We have reported for the first time the presence of highly dynamic starch chains, behaving as solvated moieties existing in the liquid component of hydrogel systems. We have correlated the chains’ degree of structural mobility with macroscopic properties of the bulk systems, providing new insights into the structure-function relationships governing hydrogel assemblies

    Pan-cancer Alterations of the MYC Oncogene and Its Proximal Network across the Cancer Genome Atlas

    Although theMYConcogene has been implicated incancer, a systematic assessment of alterations ofMYC, related transcription factors, and co-regulatoryproteins, forming the proximal MYC network (PMN),across human cancers is lacking. Using computa-tional approaches, we define genomic and proteo-mic features associated with MYC and the PMNacross the 33 cancers of The Cancer Genome Atlas.Pan-cancer, 28% of all samples had at least one ofthe MYC paralogs amplified. In contrast, the MYCantagonists MGA and MNT were the most frequentlymutated or deleted members, proposing a roleas tumor suppressors.MYCalterations were mutu-ally exclusive withPIK3CA,PTEN,APC,orBRAFalterations, suggesting that MYC is a distinct onco-genic driver. Expression analysis revealed MYC-associated pathways in tumor subtypes, such asimmune response and growth factor signaling; chro-matin, translation, and DNA replication/repair wereconserved pan-cancer. This analysis reveals insightsinto MYC biology and is a reference for biomarkersand therapeutics for cancers with alterations ofMYC or the PMN

    RADIAL VELOCITY MONITORING OFKEPLERHEARTBEAT STARS

    Heartbeat stars (HB stars) are a class of eccentric binary stars with close periastron passages. The characteristic photometric HB signal evident in their light curves is produced by a combination of tidal distortion, heating, and Doppler boosting near orbital periastron. Many HB stars continue to oscillate after periastron and along the entire orbit, indicative of the tidal excitation of oscillation modes within one or both stars. These systems are among the most eccentric binaries known, and they constitute astrophysical laboratories for the study of tidal effects. We have undertaken a radial velocity (RV) monitoring campaign of Kepler HB stars in order to measure their orbits. We present our first results here, including a sample of 22 Kepler HB systems, where for 19 of them we obtained the Keplerian orbit and for 3 other systems we did not detect a statistically significant RV variability. Results presented here are based on 218 spectra obtained with the Keck/HIRES spectrograph during the 2015 Kepler observing season, and they have allowed us to obtain the largest sample of HB stars with orbits measured using a single instrument, which roughly doubles the number of HB stars with an RV measured orbit. The 19 systems measured here have orbital periods from 7 to 90 days and eccentricities from 0.2 to 0.9. We show that HB stars draw the upper envelope of the eccentricity–period distribution. Therefore, HB stars likely represent a population of stars currently undergoing high eccentricity migration via tidal orbital circularization, and they will allow for new tests of high eccentricity migration theories

    Kepler-14b: A massive hot Jupiter transiting an F star in a close visual binary

    We present the discovery of a hot Jupiter transiting an F star in a close visual (03 sky projected angular separation) binary system. The dilution of the host star's light by the nearly equalmagnitude stellar companion (∼0.5mag fainter) significantly affects the derived planetary parameters, and if left uncorrected, leads to an underestimate of the radius and mass of the planet by 10% and 60%, respectively. Other published exoplanets, which have not been observed with high-resolution imaging, could similarly have unresolved stellar companions and thus have incorrectly derived planetary parameters. Kepler-14b (KOI-98) has a period of P = 6.790 days and, correcting for the dilution, has a mass of Mp = 8.40+0.35 -0.34 M J and a radius of Rp = 1.136+0.073 -0.054 R J, yielding a mean density of ρp = 7.1 ± 1.1 g cm-3
